Once 24 hours have passed since a customer's last message, WhatsApp only allows approved templates. Templates are also how you start a conversation with someone who hasn't written to you.
Meta reviews every template. Common reasons are the wrong kind (a promotion sent as utility, for example), unclear blanks, or content against WhatsApp's policies. Fix it and submit a new one.
